Of
Mifflin County Youth Baseball
ARTICLE I – Name of Organization
1.01 This organization shall be known as Mifflin County Youth Baseball (MCYB), hereafter referred to as the “Local League” or “MCYB”.
ARTICLE II – Objective
2.01 The objective of the Local League shall be to implant firmly in the children of this community the ideals of good sportsmanship, honesty, loyalty, courage, and respect for authority, so that they may be well adjusted, stronger and happier children and will grow to be good, decent healthy and trustworthy citizens.
2.02 To achieve this objective the Local League will provide a supervised program under the Rules and regulations of Little League Baseball Inc. The attainment of exceptional athletic skills or the winning of games is secondary to the molding of our youth as fair and honest future leaders in society.
2.03 In accordance with Section 501-©-(3) of the Federal Internal Revenue Code, the Local League shall operate exclusively as a non-profit educational organization providing a supervised program of competitive Little League baseball games. No part of the net earnings shall inure to the benefit of any private shareholder or individual; no substantial part of the activities of which is carrying on propaganda, or otherwise attempting to influence legislation, and which does not participate in or intervene in any political campaign on behalf of any candidate for public office.
2.04 It shall be the duty and responsibility of all individuals, including managers, coaches and officers, to conduct themselves in such a manner as to be a role model for the players of this Local League, and to provide not only guidance and leadership to them, but also to stand as an example of honesty, integrity, and character, and at all times to set forth an example, above reproach in all things, and in conformity with the acceptable standards of society.
2.05 The Board of Directors shall, by a two-thirds vote of the board members at any duly constituted meeting, have the authority to discipline, suspend, or terminate any individual from any and all participation, duties, or functions of the Local League, when the conduct of such individual has been found to be detrimental to the best interest of the Local League and/or Little League Baseball Inc..
2.06 In the case of a player, the Board of Directors shall give notice to the manager of the team of which the player is a member. After which the manager, the player and his/her parent(s) or guardian(s) shall meet with a committee, appointed by the President of the Board of Directors, and consisting of not less than 3 or more than five individuals. Following an investigation, the Board of Directors shall have the power to suspend or revoke such player’s right to future participation in the Local League.
ARTICLE III – Dues
3.01 A reasonable participation fee may be assessed as an obligation to assure the operational continuity of the Local League. At no time shall payment of any fee be a prerequisite for participation in any aspect of the Local League.
ARTICLE IV – Board of Directors
4.01 The Board of Directors of the Local League shall consist of 16 members, with no more than eight(8) members being from either the Indian Valley or Lewistown Division. Fifteen (15) of those seats will be represented by one division or the other. The 16th seat will be filled by the presiding Umpire Coordinator and shall represent neither division. The Board is vested with the management of the business and affairs of the Local League.
4.02 Any person eighteen years of age or older shall be considered eligible to seek a seat on the Board when one becomes available.
4.03 The Board of Directors of the Local League shall consist of the following offices, each consisting of a two-year term:

4.03.1 The remaining ten members shall be Directors-at-large.
4.03.2 All MCYB Board seats consist of three-year terms.
4.03.3 Seats will be up for re-election (see page 12 for current Board members and their seat number)
Year A Lewistown 1, Lewistown 3, Lewistown 5, Indian Valley 2 and Indian Valley 4
Year B Lewistown 7, Lewistown 9, Indian Valley 6, Indian Valley 8 and Indian Valley 10
Year C Lewistown 11, Lewistown 13, Lewistown 15, Indian Valley 12 and Indian Valley 14
4.04 If any vacancy should occur on the Board of Directors, by death, resignation, or otherwise, it shall be filled by advertising (for at least one month in advance) the position. A majority vote of the remaining Directors, at said meeting, is then required to approve the nomination.
4.04.1 The selection shall not automatically carry with it the office of the vacated person. The President has the right to fill a vacant office on an interim basis until the Board of Directors can fill the office by a majority vote.
4.05 Any member of the Board of Directors who fails to attend three consecutive or six regular scheduled monthly meetings in a fiscal year, may be removed from the Board of Directors by a two-thirds vote of the remaining members at any regularly scheduled Board of Directors meeting.
ARTICLE V – Meetings
5.01 The Board of Directors shall meet on the first Thursday of every month unless otherwise directed by the President of the Board of Directors.
5.02 Meeting times shall be posted on the MCYB website (and other possible public sources) no less than 10 days prior to a regular scheduled monthly meeting of the Board of Directors.
5.03 The Agenda for regular scheduled monthly meetings shall be posted on the MCYB website, no less than three days nor not more than five days prior to the regularly scheduled meeting of the Board of Directors.
5.04 A quorum of members of the Board of Directors must be present for any meeting to convene and conduct business. The presence, in person, of at least two-thirds (2/3) of the members of the Board of Directors shall be necessary to constitute a quorum.
5.05 A Special Meeting of the Board of Directors may be called by the President of the Board of Directors, or by written request to the President, signed by no less than five Board of Directors.
5.05.1 A Special Meeting may be convened to consider a specific subject. No other business shall be conducted at such a meeting.
5.05.2 No Special Meeting may take place without the President or Vice-President in attendance.
5.05.3 A quorum of the Board of Directors must be present to convene a Special Meeting.
5.06 Robert’s Rules of Order shall govern the proceedings of all meetings of the Board of Directors of the Local League.
ARTICLE VI – Duties and Powers of the Board
6.01 President
a. Preside at all league meetings.
b. Assume full responsibility for the operation of the Local League.
c. Appoint all committees and supervise the activity thereof.
d. See that the league adheres to the rules, regulations and policies of Little League Baseball Inc.
e. Make sure the charter application or continuation form is submitted to Little League Baseball Inc.
f. Be responsible for the Local League protest and disputes, setting up the necessary committees, and execution thereof.
g. Review the finances of the league with the treasurer and be the “required

6.02 Vice-President
a. Perform all of the duties and exercise all powers of the President when required to do so in the absence of the President and when so acting, the Vice-President shall have all the power and authority of that office.
b. Carry out duties and responsibilities delegated by the President.
6.03 Secretary
a. Be responsible for recording the activities of the Local League and maintaining the appropriate files, mailing lists and necessary records.
b. Perform such duties as are herein specifically set forth, in addition to such other duties as are customarily incident to the Office of Secretary, or as may be assigned by the Board of Directors.
c. Maintain a list of all members, Directors and committee members, and give notice of all meetings of the Local League, the Board of Directors and committees, as is deemed appropriate by the Board of Directors.
d. Record and maintain the minutes of all meetings of the Board of Directors, and be the custodian of such records.
e. Conduct all correspondence not otherwise specifically delegated in connection with the said meeting and shall be responsible for carrying out all orders, votes and resolutions not otherwise committed.
f. In the absence of both President and Vice-President, perform all of the duties of the President.
6.04 Treasurer
a. Maintain records for the receipt and disbursement of all monies, funds and securities of the Local League, approve all payments from allotted funds and draw checks therefore in agreement with policies established in advance of such actions by the Board of Directors. All disbursement checks must have dual signatures.
b. Receive all MCYB monies, funds and securities, deposit same in a depository approved by the Board of Directors and maintain records of the same.
c. Prepare a Treasurer’s report to be delivered at each regularly scheduled monthly meeting.
d. Prepare an itemized account of all expenditures and income of the previous fiscal year (October 1 through September 30) to be presented to the Board of Directors in the regularly scheduled October meeting.
6.05 Player Agent
a. Record all Player transactions and maintain an accurate and up-to-date record thereof, including annual league registration, and player transfer.
b. Receive and review applications for player candidates and assist the President in checking residence and age eligibility.
c. Submit a plan to the Board of Directors for tryouts and the player draft. Upon Board approval, carry out the submitted plan.
d. Conduct player transactions due to injury, or other such incidents requiring player transactions to occur.
e. Prepare for the President’s signature and submission to Little League Baseball Inc. Headquarters, team rosters and eligibility affidavits along with any and all other such documents required.
ARTICLE VII – Affiliation
7.01 The Local League shall annually apply for a charter from Little League Baseball Inc., and shall do things necessary to obtain and maintain such Charter.
7.02 The Local League shall not be affiliated with any other organization, or program, or operate any other program.
7.03 Any and all “local rules” of this Local League must be approved by the Board of Directors at a meeting to be held not less than one month prior to the first scheduled game of the Local League season, and shall in no way conflict with the Rules and Regulations of Little League Baseball Inc..
7:03.1 The only exception(s) to Article 7.03.1 is that the Protest/Rules Committee may make any in-season clarifications. The Protest/Rules Committee may approach the full MCYB Board of Directors when deemed necessary.
7.04 The Official Playing Rules and Regulations as published by Little League Baseball Inc., shall be binding on MCYB
ARTICLE VIII – Financial and Accounting
8.01 The Board of Directors shall only permit the distribution of MCYB funds for the promotion and conduct of Little League Baseball Inc., activities in accordance with the rules, regulations and policies of Little League Baseball Inc..
8.02 Except as otherwise provided by law, checks, drafts, promissory notes, orders for the payment of money, and other evidences of indebtedness of MCYB will be signed by the Treasurer and countersigned by the President. Contracts, leases or other instruments executed in the name of and on the behalf of MCYB will be signed by the Secretary and countersigned by the President, and will have attached copies of the resolution of the Board of Directors certified by the Secretary authorizing their execution.
8.03 Any and all funds solicited in the name of Little League Baseball Inc. must be done with the approval of the Board of Directors and in accordance with the established policies of Little League Baseball Inc..
8.04 No Director, Official or member of MCYB shall receive, directly or indirectly, any salary, compensation or emolument from MCYB for services rendered as such.
8.05 The fiscal year for MCYB shall begin October 1st and end September 30.
8.06 MCYB will keep correct and complete books and records of account, and will also keep minutes of the proceedings of its meetings. MCYB will keep the names and addresses of the Board of Directors and the original copy of its by-laws, including Amendments to date certified by the Secretary of MCYB.
8.07 All books and records of MCYB may be inspected by any parent or guardian of any player, Director, or other interested parties for proper purpose at a reasonable time upon written demand stating the purpose of the inspection.
8.08 Upon dissolution of MCYB and after all outstanding debts and claims are satisfied, the Board of Directors shall direct the remaining property of MCYB by majority vote, to another non-profit entity with similar goals set forth by MCYB.
ARTICLE IX – Modification of By-laws
9.01 These by-laws may be amended or repealed, or new by-laws may be adopted, by majority vote of the Board of Directors at any regular or special meeting. Such proposed amendment, repeal or new by-laws, or summary thereof, shall be set forth in any notice of such meeting whether regular or special.
LOCAL RULES To the CONSTITUTION of MIFFLIN COUNTY YOUTH BASEBALL
The following rules have been adopted by the Board of Directors of MCYB and are referred to as “Local Rules”.
Section A – Divisions
1. Major Division
a. Consist of 10, 11, 12 year old with limited qualified 9 year olds
2. Minor A Division
a. Consist of 9, 10, 11 year olds with limited qualified 8 year olds.
3. Minor B Division
a. Consist of 7, 8, 9 year olds, with special waiver for 10 year olds
Section B – Major League Baseball
1. Tryouts (minimum of two)
a. 10, 11, 12 year olds must try out at the Major League Tryout.
b. 9 year olds may try out with parental or guardian consent but may not refuse playing at higher level if chosen to do so
c. MCYB reserves the right to place a player in a division he/she is deemed worthy of playing in, regardless of whether player misses try-outs
Section C – Minor A Baseball
1. Tryouts (minimum of two)
a. 9, 10, 11 year olds must try out at the Minor A League tryout.
b. 8 year olds may try out with parental or guardian consent but may not refuse playing at higher level if chosen to do so
Section D– Minor B Baseball
1. Tryouts (minimum of one)
a. All remaining players left after Minor A draft must try out.
Section E - Sign ups
1. Sign ups will be held when deemed appropriate, in either January, February and/or March
2. Any player signing up after the final scheduled MCYB registration period may still sign up, but they will be placed on a waiting list with no guarantee of being placed on a team.
Section F – Registration Fees
1. Registration fees will be decided by the Board of Directors on a yearly basis.
Section G – Expansion/Subtraction
1. Proposed expansion by the Player Agent must be brought before the Board of Directors and passed by a majority vote.
2. When expansion of a division in an area is necessary the area will be redrafted with the first pick decided by a coin toss.
3. The MCYB Board of Directors will make any and all decisions on subtraction of a team.
Section H – Tie Breaker
1. Head to Head competition during the season will decide a tie breaker.
2. If head to head competition is tied, the MCYB Board of Directors will determine how best to break the tie.
Section I – All Star Teams
1. Teams will be chosen via tryout format.
Section J – Protests
1. Protests will be decided by a committee of three to five people (non- coaches) chosen by the Board President before April 1st.
Section K – Coaches
1. One manager, two coaches, and one scorekeeper are allowed in dugout during the game.
2. If a manager, coach or scorekeeper is ejected from the game, that person will be suspended for the next two games. The ejected MUST contact the Protest/Rules Committee Chairperson for final judgment. It is the coach’s responsibility to contact the Committee.
3. Managers will be Nominated by the President and voted on by the Board of Directors.
Section L – Field Rules
1. No inning will start after 8:00 PM. ( Minor B division only).
2. There will be a 10 Run rule after four innings, except in the Minor B division.
3. Team practices may begin on April 1st.
Section M – Equipment
1. Coaches will be given a Pre-season and Post-season checklist. Pre-season checklist must be turned into equipment manager at a specified date and post-season checklist must be turned in with the equipment.
2. Equipment manager needs Board approval for expenditures over $250.
Section N – Financial
1. A brief financial report will be given at every regular scheduled meeting.
2. A complete financial report with expenditures, income, and balance shall be given twice a year, once in March and once in September.
3. A complete audit of MCYB shall be performed by a committee of no less than three people nor more than five, chosen by the President in the month of October with final report given to the Board of Directors in November.
4. Fields must give copies of all financial information to the Board of Directors in the month of September .
Section O – Draft
1. Draft order will go in reverse order of the previous season’s standings.
2. Coach will get a bonus pick after Round 4, and each subsequent round, until that team has evened up the number of players with other teams.
3. No league-age 10-year-olds are permitted to play in the Minor B division without a special waiver.
4. All eligible players will return to their former team, unless drafted to move to a higher level
5. Coaches must take their children in the following rounds:
1. League-age 12-year-olds must be taken in the 3rd round
2. League-age 11-year-olds must be taken in the 4th round
3. League-age 9- and 10- year-olds must be taken in the 5th round
4. All coaches in the Minor B Division must take their child(ren) in the 3rd round
6. If a coach has same-age siblings, (S)he must use the aforementioned pick for the first child and the very next pick for the next sibling(s).
Minor B Division Only
Games
1. (A) Machine pitches six (6) innings per game from April 24 to May 15
(B) Player(s) pitch(es) first inning and machine pitches the final five (5) innings from May 16 to May 30
(C) Player(s) pitch(es) first two (2) innings and machine pitches the final four (4) innings from May 31 to June13
2. Six innings or two-hour time limit (umpire is sole decider of the exact time the game starts)
3. Four (4) runs maximum per inning
4. No “mercy” rule
Field
1. There will be a five-foot radius circle around the machine
2. Power cords MUST be covered with a mat
3. Positioning of the machine is to be set at the beginning of the game and not changed thereafter, unless deemed necessary by the umpire
4. One umpire should be used and paid $20 per game
5. Home team is responsible for finding a neutral party to umpire in the case of an official umpire not showing up
Machine Pitch Rules
1. Machine should be set to the #4 setting
2. Five (5) hittable pitches or three (3) swinging strikes
3. If fifth (5th) hittable pitch is fouled off, it will be ruled a “no-pitch”
4. No walks
5. No stealing home (no exceptions)
6. No bunting
7. If batted ball hits machine or lands in the machine circle, ruled “dead ball,” no pitch (not a strike)
8. If thrown ball hits machine or lands in machine circle, ruled “dead ball,” runners advance one base
9. The pitcher position player must start even with the rubber to the left or right with one foot touching the circle
10. There is no infield fly rule
11. Runners may not advance on a return throw from the catcher to the pitcher
12. A hit batter is a no-pitch
13. In case of rain or machine malfunction
a. Umpires have sole discretion as to safety issues concerning machine use due to rain or machine malfunction
b. If the machine cannot be used at the start of the game, a four (4)-inning game should be played, if possible, with players pitching the entire game
c. If the machine has started the game but, due to rain or machine malfunction, the machine cannot complete its four (4) innings, then players shall finish the game by pitching no more than four (4) innings (under no circumstance should the game last more than six (6) total innings
Rule Exceptions
1. Regular baseball rules apply with the following exceptions:
a. No stealing home
b. No infield fly rule
Pitching Rules
1. Minor B pitchers may pitch one-inning or by the Little League rulebook pitch count rules, whichever comes first
2. No league-age 10-year-olds (or older) may pitch in the Minor B Division.
